Theissen from the University of Iowa and Dr. F.X.R. Fernandez from the University of Michigan for the first 3-year period. In the following period, from 1985 to 1987, the lecturer assigned was Dr. Loxley. From 1984 to 1986, the Yogyakarta State Teacher Training College (IKIP) postgraduate program collaborated with the University of Iowa in a lecturer exchange program.
In order to prepare teaching staff for the PEP study program, in 1983 and 1984, four IKIP Yogyakarta lecturers were sent to the United States to study research, assessment, and educational evaluation, namely Suyata, Mulyani Nurhadi, Zamroni, and Djemari Mardapi. In 1988, all lecturers who were assigned to study abroad had completed their studies and were teaching in the PEP Study Program at the IKIP Yogyakarta Postgraduate Program.
